Even if the parents don't speak English, it makes me wonder that they would dress their kids up in shirts with completely random English phrases that make no sense and often contain offending or controversial words and phrases.

HA! This happened a lot when I lived in Spain. Some young teenage girl was wearing a shirt that read: horny little bitch. There was a cartoon pic of a devil beside it...but come on!
Here there is no end to what you might find on kids t-shirts. There is a well known one that says "too drunk to fuck" that a lot of teachers have seen on students. You would think that the parents would understand enough to know what it actually says... but no.
